The Basics

Resident Requirements

Single Line Producers
  • 16 CE hours total including:
  • Ethics: 3 CE hours (may include Virginia laws and regulations)
Multi-Line Producers
  • 24 CE hours total including:
  • Ethics: 3 CE hours (may include Virginia laws and regulations)
Public Adjusters
  • 24 CE hours total including:
  • Ethics: 3 CE hours (may include Virginia laws and regulations.

Licensees must take courses in the line for which they hold a license. For dual-licensed agents- A minimum of 8 CE hours must be completed in each license type held and a minimum of 3 CE hours must be in a course approved for ethics.

Annuity Requirement

All producers currently licensed to sell, solicit, and negotiate annuity products in Virginia, must complete a one-time annuity training course approved for at least 4 hours. All producers must complete this training prior to selling, soliciting, or negotiating such products. *Residents must take a Virginia approved courses.

Long-Term Care Training

Agents wishing to sell long-term care partnership policies in Virginia must complete an initial 8 hour training program prior to selling long-term care Partnership policies and 4 hours of ongoing training biennially thereafter. The training must be approved for continuing education and follow the content guidelines established by rule. Two of the hours of both the initial and ongoing training must consist of Virginia specific content. Training completed for another state can be used to satisfy the non Virginia-specific portion as long as the training is CE approved and identified as CE for long-term care. Insurers are responsible to verify that their agents have received the training and provide documentation to the Bureau upon request.

Flood

Virginia has issued a notice reminding licensees who sell flood insurance of their requirement to comply with the minimum training requirements established by FEMA and the National Flood Insurance Program.

Non Resident Requirements

Non-resident producers are eligible for compliance based on reciprocity between the laws of Virginia and all other states.  Non-resident agents selling partnership LTC must comply with the Virginia training requirement.

Course Repetition

Course repetition is not permitted within the compliance/renewal period. Please note that agents cannot receive CE credit for a course taught in alternative formats (a classroom course, online course, etc.) if the course material is the same.

Proctor/Monitor Requirements

A proctor is not required to complete your online exams.

CE Completion Reporting

AOIS reports course completions electronically to Sircon every day.

Resident agents must pay the biennial nonrefundable continuance fee. The fee must be paid before any earned credits will be applied to the CE requirements. This fee is due by November 30.

Period Requirements

Beginning January 1, 2021, your license(s) will have an expiration date based on your birth month and odd/even year of birth. For example, if you were born in an odd-numbered year, your license will expire at the end of your birth month in odd- numbered years. If you were born in an even-numbered year, your license will expire at the end of your birth month in even-numbered years. In addition, completion of any continuing education requirements will be due at time of license renewal. For more information email BOILicenseRenewal@scc.virginia.gov.

Carryover Requirements

Carryover credits can be carried over to the next biennium.

Reporting Requirements

Report within 30 days of completion. Need agent's VA license number or NPN to report.

Instructor Credit

Individuals acting as instructors for continuing education courses receive the same amount of CE credit as his or her students receive for taking the class. This credit may only be claimed once per biennium.

Exemptions

Individuals who are at least 65 years old and who have held a Virginia license for 20 consecutive years are exempt from CE requirements. Individuals who are at least 65 years old and continuously licensed for the preceding 4 years and hold a license authority in VA for at least 20 of the preceding 30 years may also be exempt from CE requirements.

CE Exemptions

The following are exempt from CE requirements:

  • A resident or nonresident producer who is at least 65 and can demonstrate that he or she has held any combination of resident or nonresident Virginia licenses of equivalent type continuously for at least 20 years
  • A resident producer who is at least 65 and will have held a Virginia resident license continuously for no fewer than 4 years by the end of the compliance period and can furnish proof of having held equivalent license authority continuously in other states for an additional 16 years, for a total of 20 years of continuous licensing
  • A producer who is at least 65 by the end of the compliance period and has held a resident Virginia license continuously for the past 4 years as well as holding the same license authority for twenty of the past thirty years in Virginia without interruption by license revocation or commission termination
  • Individuals who hold a limited line license, such as credit life/health, travel accident, and travel baggage insurance producers
  • Nonresident producers in good standing with their home state CE requirements. Nonresidents are still required to pay processing fee.
  • Individuals may request a waiver with good cause; submit to Pearson Vue
  • Individuals who are licensed in the even-numbered year of the biennium are exempt from continuing education for the current biennium only. However, if you do take any CE courses in the current biennium, you must pay the continuance fee within the deadlines specified in the compliance schedule to have the courses applied to carry over for the subsequent biennium.
